Use your selection tool again with these coordinates:

Flood-fill this selection with a coordinating country tile.

Now, hide all of your layers in your layer palette by clicking on the little eyeglasses. Leave Layer 1 visible. Make sure Layer 1 is selected. Flood-fill Layer 1 with one of the more solid country fills. Select this layer. ("Selections"..."Select All") Contract the selection by 60 pixels. ("Selections"..."Modify"..."Contract") Invert the selection. ("Selections"..."Invert") Hit your "Delete" key. Flood-fill this selection with a coordinating country tile. Your image should now look something like this:

Use your selection tool, set to circle, no feather, anti-alias. Start at 200x200. Hold your shift key down and draw a circle selection just to the edges of the inner square. Flood-fill with a coordinating country tile. Contract the selection by 10 pixels. ("Selections"..."Modify"..."Contract") and hit the "Delete" key. Now you should have an outlined circle filled with your coordinating tile, something like this:

Center the tube of your choice in the circle. Remember, if you re-size the tube, make sure to sharpen once.

Now we are going to add some more selections, each time adding a new raster layer. I won't remind you to add the layers each time, so don't forget. Here are the coordinates:
Left...0

Top...175
Bottom...225
Flood-fill with another coordinating country tile.
Left...350

Flood-fill with the same coordinating tile.
